Kyrgyzstan Visa and Formalities
According to a decree introduced by Kyrgyz government in 2012, nationals of the following countries enjoy visa free regime with Kyrgyzstan for up to 60 days: Australia, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bahrain, Bosnia and Herzegovina, Brunei-Darussalam, Canada, Croatia, Cuba, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Japan, Italy, Kazakhstan, Kuwait, Latvia, Lithuania, Liechtenstein, Luxembour, Malaysia (30 days), Malta, Moldova, Monaco, Mongolia, the Netherlands, New Zealand, North Korea, Norway, Poland, Portugal, Qatar, Russia, Saudi Arabia, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Tajikistan, Turkey (30 days), Ukraine (90 days), United Arab Emirates, United Kingdom, United States of America, Uzbekistan, Vatican City and Vietnam.
The passport holders of the following countries can obtain e-visa or regular visa sticker, valid for up to one month, from any Kyrgyz Consular Office (including consular office at Manas Airport), without an invitation - on the basis of a personal application: Albania, Andorra, Argentina, Brazil, Bulgaria, Chile, Cyprus, Indonesia, Israel, Macedonia, Mexico, Montenegro, Oman, Philippines, Romania, San Marino, Serbia, South Africa, Thailand, Venezuela.

Another option is to get an e-visa through official Kyrgyz MFA: http://www.evisa.e-gov.kg
Please note, its not all land border crossing can proceed with e-visas at the moment so check before your travel. Currently its only following land border crossing accept e-visas:

8. "Kyzyl-Bel avtodorozhnyi"(KG-TJ border)
9. "Kulundu avtodorozhnyi" (KG-TJ border)
10. "Bor-Dobo avtodorozhnyi" (KG-TJ border)
11. "Irkeshtam avtodorozhnyi" (KG-CN border)
12. "Torugart avtodorozhnyi" (KG-CN border)
